Minibus fees come in to place for schools of London

A payment zone will come into effect in the Greater London area in 2012, which could cause legislation issues for minibus operators, warns an expert

Schools that operate minibuses face a range of new regulations and safety legislation next year, an expert has warned.

From 3 January, the Low Emission Zone London (LEZ) will affect more vehicle types, for both private and commercial use.

Minibuses with a gross vehicle weight of under five tonnes, more than eight passenger seats and registered before 1 January 2002 will be expected to pay £100 a day to enter the zone. Failure to pay ahead of time could result in a penalty charge of £500.

Ron Bray, minibus account manager for vehicle hire and sales specialists Abacus, urges operators to check on the LEZ website by entering a registration number for confirmation.

A filter for exhaust could help operators avoid the fine, but this would need to be ordered, fitted and a certificate issued by a vehicle test station.

Some operators may be able to reorganise their fleet so that only newer models enter the LEZ, but it may be worth replacing the vehicles with newer models or to consider vehicle hire or leasing.

Minibuses with more than eight passenger seats will come under the National Type Approval scheme, to bring the UK in line with EU regulations for passenger vehicles tested and administered by the Vehicle & Operator Services Agency (VOSA). From 29 October, they will need the NTA certificate before registration, which has led to larger minibuses to carry more weight and leg room.

“We are also reminding our clients that there are issues to consider not only based on the size and weight of minibus, [but also around] the use of B-category driving license holders,” said Bray.

“The next six months are going to be challenging for the industry as manufacturers change their vehicle specifications to comply with the NTA.”

Minibus insurance news: Thugs torch minibus used to take disabled kids to school

Yobs torched a minibus used to take disabled children to schools in Salford.

The bus was completely destroyed in an arson attack while parked on Andover Street in Eccles at 4am today.

Two fire crews from Eccles station needed half an hour to put out the flames.

The bus, which could seat at least 12 children, was used to take disabled pupils to several schools in Eccles and Irlam.

Eccles watch commander Vic Kopicki said: “It’s completely ruined. It was purposely set alight. Some kids haven’t been able to go to school this morning unless some other transport has been sorted out for them. The only saving grace is that nobody was hurt and we have minibus insurance.

“It was parked outside the house of the driver. It was clearly marked for disabled use, with a chair lift, so there’s no doubt they will have known what it was for.

“If we hadn’t brought it under control quickly it could easily have spread to the adjacent bulding.”
